Presently this bill is waiting to recieve a 3rd reading in the House of Lords, if this bill progresses to the House of Commons we shall have a ten day period where we shall be able petition the Commons regarding clause 19 and bring to the attention of the Lower house the complete lack of consultation by Transport for London and the lead borough Westminster City Council...
We shall object to clause 19 on the grounds it seeks to devolve powers to the Mayor of London, transport for London or the boroughs within the capital which will allow them to introduce a "VOLUNTARY" registration scheme which is unworkable let alone enforceable due to its voluntary nature...
We shall also object to the amedments to this bill made by the opposed bill committee of the Upper House on the basis we were denied our democratic right to petition against this bill at the earlier stage. We were not informed that this bill was being placed before Parliament, it appears we were kept in the dark.
Due to the fact we were unable to petition at the earlier stage issues such as safety, suitability for passenger transport, lack of access & suitability for people with disabilities, insurance for plying for hire, crash and impact assessments, were not taken into account.
To the best of my knowledge pedicabs more commonly known as rickshaws still haven't being crash tested by transport for London or the Department of Transport to see if these objects are suitable to carry fare paying passengers.
The 3rd way is the only way, place the pedicabs in the parks where they belong...
